The IPP 2017 12.9" screen is big enough to do it. My Galaxy Note PRO 12.2" with lower resolutions could run multiple windows nicely.

If multitasking like that is critical for you why not just go for a laptop?
I purchased a 2017 IPP 12.9 a few months ago so that I could retire my Galaxy Note Pro 12.2. The performance difference is night and day I can tell you that. My note pro is gathering dust now. Sure the note pro could easily do multiple windows but memory management and processing power wise it was clunky when applications were demanding. Everyone’s mileage may vary here but for me when I’d work with large PDF files on Android things would be slow and sometimes unstable. On the iPad Pro it’s much faster and much more stable to do what I need to do which is to annotate PDFs so that I can review documents/drawings for my projects.

Instead of simply looking at whether the iPad can display 4 apps simultaneously or not, how about telling us what kind of workflow that requires you to have 4 apps simultaneously on screen at the same time?
And if having 4 apps simultaneously on screen is a MUST for your specific workflow, then get an Android tablet of a laptop. No point in bashing an iPad just because it doesn't do a specific thing.
