Is there an App to monitor you own voice?

Is there an app that allows you to hear your own voice as you speak into the microphone in real time? Kind of how garageband lets you turn monitoring on to do this. (There is no such feature on the Garageband app)

Call yourself from your iphone to another phone such as your house phone or spouses phone or friends phone

Not sure if this would work for you, but have a look at Intercom.

You can broadcast your voice (prerecorded) to a bluetooth or airplay speaker.

Or, for a live version, you can check out Microphone, also by the same developer. This one appears to require plugging in to a speaker (vs. wireless)
