Kind of how garageband lets you turn monitoring on to do this. (There is no such feature on the Garageband app) Thanks in advance

You can broadcast your voice (prerecorded) to a bluetooth or airplay speaker. https://itunes.apple.com/us/app/airplay-intercom-v/id507383706?mt=8 Or, for a live version, you can check out Microphone, also by the same developer. This one appears to require plugging in to a speaker (vs. wireless) https://itunes.apple.com/us/app/vonbruno-microphone/id482337530?mt=8
