I've tried a whole bunch but none of them allow my mouse on the PC to function on the remote iPhone. Is there such a program? Android has a couple so there must be one that can control the iPhone FROM the PC using a mouse. There are plenty that will MIRROR to a PC but can't find one to CONTROL FROM the PC.

Any suggestions?

The last time I did this I was on iOS 8 and 9 and there was a jailbreak tweak that allowed me to do that. I've been jailbroken on later versions of iOS but the tweak I do not believe has ever been updated. But I haven't been jailbroken in quite some time, especially not on iOS 13 or 14 so I can't say if anybody else has introduced a tweak or not.

But essentially, you'd have to jailbreak.
 
Not sure what you're actually asking about, but I have one of these (see pic below) and i hook my iPad or iPhone up to my TV and i have a couple Bluetooth mice that connect to the phone or iPad and i can use them to interact with the iOS devices. Like my Apple magic mouse, and also have a Logitech MX ergo trackball that both connect thru bluetooth and work really well, the trackball also has programmable buttons

OP wants to control their iOS device using their computer - like you would control another PC or Mac using VNC/Screen Sharing.

I am trying to do exactly what I asked. Use my Windows PC to control an application on my iPhone or ipad. I am able to MIRROR the iPhone to my PC but NOT CONTROL my iPhone FROM my Windows PC using my mouse.

You can mirror, but Apple doesn't generally allow you (or third party apps) to actually control the iDevice with another device (PC, Mac, phone, etc). The idea is that someone could take control of your device I suppose.
