I have the 'Download & Keep Originals' option selected on both my iPhone snd iPad as I do a lot of photo work and like to have my entire library stored locally so I don't have to wait for images to download.
However the problem I am now encountering is that due to the large size of videos in my photo library that my local storage is becoming full.

I find it frustrating that as part of the storage management options there is no option to download and keep just photos whilst leaving videos in iCloud as this would solve my problem easily. Is there a workaround that I perhaps haven't thought of? The only thing I can think of is to export all my videos and store them in my iCloud Drive rather than in the photos library, although I don't really want to remove them from my library completely so I'm reluctant to do this.

Afaik other than moving videos off of iCloud photos, there’s no practical way to save space on that. Sad, sure, but this is Apple we are talking about, who is not known for offering options or granular control.
