Perhaps Apple was doing an update at that time, which would have been about midnight PDT.

I live in Thailand and have had the same problems over the past few days. Apple TV+ won't stream. When I went to update my Apple TV to the lates OS it said the download was going to take 13 hours. I cancelled it. Other stuff, like Netflix and YouTube are streaming as normal. Something is not right.

This happened to me last night. I was trying to watch a movie on AppleTV app. It was frozen and wouldn't work. I was cussing out AT&T internet until I realized everything else connected to the internet was working.
