Is there any basic graphic app comes with OS X?

Try looking in AppleWorks. There is a draw app in there I think.

iPhoto can edit images. However, a great application is GraphicConverter. It is shareware, but is fully operational even if you don't pay the shareware fee.

Not as part of the OS, but your Mac will come with something. If you get an i type Mac you'll get AppleWorks, which has that ability. If you get a Power type Mac it'll have Graphic Converter.

Preview and iPhoto are other possible places to look, depending on what you want to do.

i found Graphic Converter last night.

which doesn't have brush tools, which is ok.

You can also search for a tool called GIMP.
