Refresh = tap the little circular arrow in the address bar

Only one I know of is tapping the top of the screen (time / network status) scrolls back to the top of the page.

If you jailbreak the tweak "fullscreen for safari" has a TON of tweaks/shortcuts.

Its kind of hard to implement shortcuts like you would on a phone with a keyboard.

On my BB id press R and it would refresh the page, but you dont have a keyboard here.

Apple added gestures in iOS5 to the ipad 2 but the iphone screen is rather small for that.
