Is there any Software that can manage a software library?

ok folks, I think everyone is tired of downloading a piece of software, to then set it up, and then find a way to organize it in a backup disk somewhere else..

Is there a software that can manage this? Like an itunes-like interface that can store software packages (dmg) in it's own library and have the opportunity for you to label them the way you wish?
