Say it's a weather widget, placed in the background of a theme via "wallpaper.html" or "widget.html" etc?

Currently located at the bottom of the springboard, just above the dock.

I'd rather it be located at the top of the springboard, right under the status bar.

Is there any way to edit the html file to change the location of the widget information? (time, date, weather, etc.)
