Is there any way to remap keys while running windows 8 in bootcmap?

I'm trying to find a way to remap the left control key to the fn key in windows 8. I've tried sharpkey and like, but those programs don't seem to be able to detect the fn key.

Is there any programs that I missed that could do this?
