It's hard to retrain myself to use the cursor keys, because they're farther down the keyboard, and require you to move your whole arm instead of just rotate it. I much prefer using the numeric keypad as the cursor keys (old dog, new tricks, you know).

Is there a utility that will allow you to do this? hitting the "num lock" seems to do absolutely nothing. Mostly I use Text Wrangler and MonoDevelop.

Searches seem to say this was possible in earlier versions of OSX, but I'm a late comer, so I don't know. Or could it just be my Microsoft Keyboard?

I found a utility called "KeyRemap4Macbook" that does this just great. Even makes the home/end keys work like I want. :)
