I want to be able to use Zephyr which has a swipe up to close gesture that I use constantly.

Seriously? And it turns it off completely so there would be no conflict w a swipe up from bottom gesture in the tweak I am describing?

Unless we are talking about some sort of a jailbreak, by default, I don't believe there's a way to completely disable Control Center (just from being accessed from the lock screen and from within apps).
 
Not incorrect, just not quite complete. However, it sounds like it will still solve your problem. Just turn of Access Within Apps and you should be all set.

Yeah, but now I have discovered Zephyr has not been updated for iOS 7 nor will it be anytime soon...I'm pretty disappointed bc I was going to get a brand new replacement phone tomorrow but that one swipe up to close app gesture is the most frequently used tweak I have, I can't possibly give that up. I even tried disabling it and assigning the gesture in Activator to simulate the home button and it's significantly slower.
 
You don't have to disable Control Center completely. Just disable access within apps. Control Center will still work normally from the home screen(s).
