Is there anything apple can do about the game saves from iPhone to iPhone?

If you got a new iphone and re download the game app on a new iphone. Why isn't the exact data there? If you used the same Apple ID why deleting the game won't keep all the process once re download it?

The only way to get your game data back is to back up the old iPhone with iCloud and then restore the backup on the new one. If the old phone has been restored already, then there is no way. Some, although rare games like the real racing series have a way to sync to the cloud, but again you will have needed to have synced your old phone with the cloud too.

You can transfer saves from one device to another with a program like iExplorer.
