Is there ANYTHING I can still download from the iTunes Store using OS 3.1.3 on a 1st Gen iPod— like audio podcasts, songs, etc?

I suppose you mean iPod Touch rather than the quaint 5GB firewire model. I have some iTouches that connect/play content perfectly well from ITMS and local stuff. I'm not aware of issues if iTunes will or won't sync with iOS 3.1.3 ubiquitously. (I believe that a lot of people downgraded their first foray into iOS 4 on iPhone 3G etc back down to iOS 3.1.3 once it seemed that the device wasn't sufficiently 'snappy'. )

the backup & re-initialise strategy might overcome any temporary difficulties that you may be having?

If you mean iPod touch: games, Facebook, twitter apps, art/drawing apps, songs, movies, podcasts...

If you mean original hard disk iPod: music, etc...
 
Yes you can still download a lot of stuff to your iPod touch 1G on 3.13 on iTunes. There are still some games/apps out there that support 3.13 and music/videos/podcasts/etc. will always work.
