Is there an application with which I can monitor a network and see who's using what and how much bandwidth they are using?

I'm at my girlfriend's house on the network that I set up for her and somebody's blatantly hogging the network but everyone claims they're not using Limewire. Its obviously Limewire problems though because downloads are fast, it just takes ages to innitiate them. Obviously the upload bandwidth is being hogged.
I get fast networks when I change the wireless password to something only I know and only my computer uses. I'd rather not go round and accuse people or snoop on their computers and would rather have an application with which to monitor who's using what ports and how much bandwidth they're using. I can see what IP addresses are currently allocated by the router but could do with a kind of network sniffer to see what's going on.

Sorry if this kind of thing has been requested before, it took be about 15 minutes to get to this site, going through loads of search results (let alone searching) would take forever too.
