I bought a mac pro and have the minimum 3GB RAM installed when I upgrade I was wandering is there anywhere I could exchange my 3GB of RAM for cash just like with mobile phones.

Ebay would be an obvious place but you could also try www.Powersourceonline.com or UsedComputerSell.com.
KEEP IT. If you ever have a problem and take it in to Apple, you'll wish you had it. Stories of Apple yanking your RAM and installing the base 3GB again. It's part of Apple's diagnosis of, "hey, this isn't Apple RAM, let's install ours and see if it fixes the problem".
