Is there away to turn off this annoying popup?

Most of the time when pressing refresh in safari this menu pops up so fast I have to re-click and do it again.

Any way to turn it off or at least slow it down?

I don't remember ever seeing that.

Using latest releases of IOS/iPadOS/Sonoma.

I mostly use Firefox but always have Safari open as well.

If you using a laptop, I suspect that you are inadvertently doing a two finger press, as that will show that menu.

Two thoughts:
1) If it pops up, I don't think you're clicking fast enough. You're pressing and holding.
2) But even if it pops up, you don't have to re-click. Just move the cursor and select Reload Page.

Using the ⌥ R shortcut might be easier and faster than clicking on the refresh button.
