is there currently a bug where the volume on the side doesn't work?

Sometimes lately with the new software update, i'll use the volume rocker and it will show on screen it is going up and down but my volume is unaffected, and/or sometimes very delayed.

Anyone else having this issue?

Edit: I now see that force closing the music app fixes this issue.
