I was watching iJustine's First impression video and a weird message came on the watch screen asking to activate Hand off on the watch....but I never heard of hand off on the watch. Is there hand off on the apple watch??

Yes.
For example if you raise your wrist and say "Hey Siri, I need directions to pizza hut" the next screen will tell you about hand off and if you wake up your iPhone you will see the hand-off icon on the lock screen.
It does this for a few functions but I don't remember them all at the moment. All I know is when it says hand-off I look on my iPhone lock screen.
Just to elaborate a bit further, it seems to work across all supported Hand-off devices including your Mac. See pictures.
