Is there something that oversees input priority?

So I have a bluetooth gamepad that's set up and works fine.. except that the right analog stick takes over the mouse cursor. Moving the mouse itself still works, but because the stick seems to be in control (because it's constantly sending a signal? maybe?) the cursor immediately snaps back to the center of the screen. I wind up holding the controller in one hand and moving the stick around, then using other hand to left-click the mouse to actually do things like get bluetooth turned off. =p

Anyone have any ideas on this?
