I just decided to upgrade to 6.1.2 but to realized that upgrade thru itunes is now 6.1.3

Is there a way to upgrade to 6.1.2? I want this because there is a jailbreak for this version.

Needs help.

download the actual iOS file for your device to your computer. then connect to itunes and back up your phone. then hold the shift button while you select "restore". this will allow you to manually select an iOS IPSW file to restore to. then select wherever you downloaded the file to on your computer and go. then when youre done, load your backup.

This is not possible as apple is no longer signing iOS 6.1.2.

Sorry, OP. Have to either stay where you're at or update to 6.1.3.

I don't really know what is meant by apple signing. What will happen if you will try to restore to OS that is not signed? Is it going to brick the phone?

Is there some other tools such as tiny umbrella or something, that I can use to make the restore possible?

It means that they are no longer verifying that software version. If you attempt to update using that 6.1.2 ipsw, the update will fail. There is no way to go about doing what you want, I'm sorry.
 
I am screwed then hahaha...

I think I will just have to wait for the new jailbreak and GPP unlock.

Short answer.
There's nothing you can do to restore to 6.1.2 period.
