Is this a 4th generation Time Capsule?

Did you actually read the link you posted. The disk drive was upgraded by the seller.
 
Agreed, it's not the newest. In the first Paragraph.

"For simultaneous dual-band and guest networking features with improved antenna design, please check the newer generation 2TB Time Capsule in our eBay Store."

Even if you click the link, the "newer" model isn't the newest one. The newest model number is "MD032LL/A"
