Is this Flash based?

The moveable images when you click and expand. Often what I see are images that are static so it only pans then minimizes back. I haven't seen one like this before.

Is it based on Flash or a combination or scripting language?

If when you right click it says Adobe flash its Flash - if it doesn't then it isn't .
