How much is your friend considering on spending? A 1st-gen Core Duo MacBook could probably be bought for ~$300-400 on eBay and provide much better performance than any iBook could.
other then a bit $$$ it will be just fine for web browsing...
heck im on my g3 600 with 384mem and camino browser writing this responce...and it's fine as basic web machine
some tips if he gets...
-in dock use scale effects and no mag or animate...also turn wallpaper off and use colored
-turn off dashboard and turn off spotlight,if has bluetooth turn that also off
To turn Dashboard off: use terminal
defaults write com.apple.dashboard mcx-disabled -boolean YES
You have to restart the Dock after making either change for it to take effect:
killall Dock
To turn Spotlight off: use terminal
cd /etc
sudo nano hostconfig
SPOTLIGHT=-NO-
ctrl-x
y
enter
Then to get rid of the existing index, run these two commands
sudo mdutil -i off /
sudo mdutil -E /
reboot computer
install camino browser and lastest version of flash
note in camino you can set to block flash and web adverts
note: with tiger 10.4.11 updates will not give you latest itunes so google for version 9.2.1 (5)

...I'd at least get the longest extended warranty possible since its coming from Newegg and you have that option if your USA based...
Remember, its the cost of a netbook but not as light... probably similar performance though.

it's not going to perform as well as a netbook...it will be ok,but even a cheapo acer win starter will do better....i have both a g3 600 and top of line g4 1.42 14" 1 gig mem ibook...and the acer netbook will beat the 1.42 ibook...
why i would hold out and try and find one on craigs for 200 or less
note: it's not easy to do...but if you can get a new hardrive 160 gig 8mb and put into said ibook..it will preform way!!! better
