When I shutdown this 13" late 2013 macbook pro a faint picture of the desktop wallpaper appears on the white shut down screen and lasts even for 10 seconds, Is this a feature of mavericks or an image retention? on www.marco.org/rmbp-irtest.html test, it has no image retention, just this issue.

No, it's not image retention. OS X has a weird shutdown quirk in which the shutdown will freeze at the desktop for a bit before powering off.

OS X shutdown times are normally slow because of sandboxing.
 
Yeah probably it just gets stuck in the transition from background to white
