Everytime I sync my phone to my mac and then open my photo album on my iPhone 4 it always has to rebuild it then opens up to normal view. I can't save photos to my album until I open it and go through the rebuild phase. Never had this happen before.

Are the pics in your "camera roll" or "photo library ' on the phone?
 
In the camera roll.
Download the photos to your computer and then delete them on your phone. It's not a good idea to store photos in the camera roll, because it can become corrupted, and I imagine, that is what has happened. Once the photos are on your computer, you can arrange/sort them into folders and sync them back to your computer with iTunes.
BTW, the camera roll is not the "photo album" on the iPhone! That would be your "Photo Library"
