Is this normal when in Mission Control?

No. It should look exactly like it did in Snow Leopard. It's just a blue glowing outline. That's definitely a bug.
Is it because of Chrome? BTW it's on a 2011 27" iMac 3.4ghz/12gb/256ssd+1tb/6979m 2gb. This is my 2nd one and both did the same thing.

yeah i have issues with the outlining of Chrome in MC too. No other app has this issue that I regularly use
