My MBP travels with me, everywhere, and that also includes my phone and at least 1-2 more wifi devices (phones / laptops).

I use Clear WiMax/3G while on the go, and when I'm connected I have my wifi shared from the MBP for my phone and other devices (and co-workers) to piggy back off. I have, however, been getting a never ending stream of (light hearted) **** from my co-workers when I forgot to enable my wifi sharing.

Here's what I'm looking to do, either automatically or with just a single click:
1. Check and see if I'm connected to the 'net
2. If yes, enable Internet Sharing on AirPort using existing settings
3. If no, disable Internet Sharing, connect to saved WiFi connection(s)

Is this possible? Anybody doing something similar?

Have you tried setting up "Internet Sharing" from Bluetooth to Airport. This would allow you to share your connection regardless of the type of internet connection (3g/Airport) without having to mess around with your Airport connections so much. I do not know if this will accomplish the effect you want.
