just trying to continue my testing of what certain sites look like

(notice the feedback tab...is that an indicator of a particular program)? I see it on alot of new sites

What the back-end code is written in (Ruby/PHP/Java/Perl/whatever) should have no impact on what the site looks like in a browser at all.

Ruby is a server side language, it generates part of the HTML you see as the final rendered page so one cannot tell. The feedback tab is a client side DHTML widget, which means Javascript with animation effects and layering. Also, you don't have to specify port 80 in a link - it's the default.
