Is unlocking iPhone using GEVEY™ Ultra S for CDMA iPhone 4S illegal?

Hi Guys,

It was very illegal to unlock an iPhone using Gevey SIM interposer previously because there was necessary to dial global emergency number which is 112. Now there is no need to dial 112 to unlock iPhone, I want to know is it still illegal to unlock iPhone using Gevey? I am just wondering how the Gevey works without dialling 112 now. Is there any hidden process to dial 112 by FuriousMod tweak for CDMA iPhone 4S?
