Is UPS under strict rules to always attempt delivery now?

Many years ago when I did a ton of shipping I would just call my center give them my tracking number, they would come back on and say yup I got it here, come and get it, easy as pie, even on Saturday or after hours.

My watch is literally like less then an hour from me, I could just go and pick up today, are they under new rules not to do this now? Or Apple keep them from doing this?

I think for reasons like this is why Apple is waiting to the very last minute to ship.

They're under orders from Apple to not release the watches until tomorrow (the launch day).

That's standard.
