Since big red doesn't do HSPA+ they have 3G and LTE in certain cities, will the 4S have faster download speeds with Verizon as well?

well looks like VZ customers got the short end of the stick.... again.

Unfortunately no, but it isn't that big of a deal for me because my city won't be getting 4G anytime soon.

its the unfortunate tradeoff...a company with coverage in more places, or a company with the superior technology. Fortunately for me, ATT is flawless everywhere I need cell service, Hopefully by the time I have to move somewhere new, their network is improved. (And really, by that time, VZW will have LTE pretty well deployed, so carrier choice should come down to who can give me the better price)

But only VZW customers will get the benefit of having a dual CDMA/GSM phone. This adds world roaming capability, where as it adds no value to ATT customers.

(although the 4 was a world phone for ATT I guess)

If AT&T owners go to South Korea, they can use their phones as CDMA is pretty dominant in that country.
