We will all find out soon. From what I've gathered so far, you have to purchase it from them in order to qualify for the discounts. But it won't hurt to call them and see if you can get the fees waived.

It is tied to the 3 months free, $10 LTE plan and waived activation that Apple announced. So in the case of Verizon it is a $60 deal ( 3x10 free months, $30 Activation waived ). All 4 carriers in the USA are offering and equal deal with minor adjustments. For example AT&T charges $25 for Activation so their offer is worth only $55 dollars but is equivalent to Verizon's.

It would be nice if Verizon actually worked on my watch...keeps saying Call Verizon and they say they are having a technical issue they are working on.
 
From Verizon's site: Implied that purchase must be through them.

Yes you can still get the deal regardless of where you get it from. I bought mine straight from Apple and when you add Cellular there is a little blurb about no activation fee and 3 months free
