I recently got an iPod Touch 4G and was watching watching some video I recorded today. I noticed that every time I rotate the ipod from Landscape to Portrait or vice versa, the video stops playing and I have to push Play again. I was hoping others might be able to tell me if there iPod Touches behave the same way.

Yes, but only when accessing videos from within the Camera app itself. If you touch Photos, then Camera Roll, and play them from there, they don't pause.

Thanks for the information about viewing them via Camera Roll. You are correct that they behave normally when viewed this way. I wonder if this would indicate that it is something that could be remedied possibly in a future update?

It certainly could be changed, but I don't know if Apple considers it a bug or not (the pausing seems intentional, the sound even fades out nicely). Not sure what the benefit of the pause is supposed to be though.
