mbp:Desktop alexus$ file $$.txt
235.txt: ISO-8859 text, with CRLF line terminators
mbp:Desktop alexus$

yet this isn't really ISO-8859 but 8859-5 (Russian)

file opens up on Windows just fine (I can see russian characters) and on MAC I get either some unknown symbols or question marks

any solutions?

what information are you looking for?
I'm not looking for anything. You are the one who needs the help. This means that you must give enough information to get the help. In the case of a computer file, this means that you need to give enough information so that the person who helps you knows whether or not your file is displaying properly or whether or not it is corrupted. At a minimum, you should include the following information:
  • The application used to create the file.
  • The character set used to create the file.
  • The language used for the file.
