Unsure of anyone else has this issue but this is what I wrote to Apple about.
Just to confirm, automatic download is OFF for everything (music, apps, videos) in my settings. I only use my iPad for everything and have no other computer or tablet to keep in sync.

I access iTunes only through my iPad Air and have no other device or computer to access iTunes. I download all my music/purchases onto my iPad. These are downloaded as and when I visit the iTunes Store and see something that I like (almost daily).
Something weird happened yesterday. At around 16:00 ET, I picked up my iPad to see what is new on the iTunes Store. To my surprise, upon opening the iTunes app on my iPad Air, the iPad was busy (automatically) downloading 299 songs, past purchases, that were already downloaded and playable in my iPad. I can confirm that these purchases were never deleted off my iPad as I have ample space still (65GB) left on my iPad Air.
Under my settings, iTunes and App Store, I can confirm that automatic downloads are switched OFF. (They were never ever switched on when I bought this iPad Air in New York, on 03 November 2013).
When I saw the iPad Air wanting to download purchases already on my iPad and playable, I then:
1. Disconnected my wifi (to avoid unnecessary data usage)
2. Went into the standard Music app on the iPad, went into the album that it was busy downloading, and clicked on the red circle on the right hand side of the song to "stop" it from downloading.(I did this for all 299 songs). I had to toggle between iTunes and Music apps to ensure I stopped all downloads that iTunes wanted to redownload.
Funny enough, when I stopped the downloads via the Music app, the songs were still playable as per normal ie. the songs were not "deleted" off my iPad and were completely payable as it was always playable on my iPad after downloading it the first time (months ago)
This is very worrying. Do you know what caused it? This is very worrying that my iPad is automatically wanting to download items already downloaded on my iPad (and also wasting my data).
Are you guys aware of such an issue?
2 weeks ago, my iPad decided to automatically download all my apps (such as Pages, Numbers, etc) when there was no update released for these apps? It redownloaded about 50 apps. Most already on my iPad and up to date.
I can confirm again, that Automatic downloads are switched off for apps as well.
