Is anyone else experiencing a strange recurring issue where animated emoji are being sent as a "Text Message," instead of as an iMessage?

I'm currently on Watch OS 2 and iOS 9.1 Public Beta on my iPhone 6 Plus, and I've noticed that when I send an animated emoji to another fellow iPhone user, it shows the progress bar finalizing and being sent as an iMessage. But upon checking the same conversation on my iPhone, it shows up as being sent as a "Text Message." Subsequently checking back on the watch also shows the animated emoji as an unreadable file with a question mark logo.

Is this an OS related issue or could it be just be due to poor cellular/data service? I don't remember having this issue beforehand on the previous Watch OS.
