Ok so my ipod touch 5 gen is jailbroken i believe ios 8.3 and has been for awhile i tried to reset to factory settings and it is now in a staying at one spot in the loading timeline PLS help dont have money to buy another or fix this wanted to reset because of the tweak to stream music without wifi wouldnt downloaad and i couldnt buy apps

Did you do an Erase All Contents and Settings from the device itself?

If so, you've altered the boot files and lost your jailbreak.

Connect to iTunes, shut the iPod down, put the iPod in DFU mode and when iTunes detects it do a Restore and Upgrade.

Generally, speaking an Erase All Contents and settings from a jailbroken device is a no-no.
