Issue when opening app

So this is an odd one.

My dad has an iPhone 6 on iOS 9.x. The app is the golden 1 center / Sacramento kings app. The app says it works on iOS 9 or later.

So when all apps are closed, the app won't open. On lte or wifi. It will load but then crashes.

However if you search the app in the App Store then click open, the app will open.

Forcing the app to close doesn't help. Deleting and re downloading doesn't help.

Any tips? Anyone ever had this happen?
