issue while installing xcode commandline

There is a tool which require Command Line Tools of Xcode.

so i initialed this command:

xcode-select --install

When the installation open, passes terms page, then give this error:
"upload server unavailable"

how often does this happen..? and is there any alternate to install it by downloading ?

Any tips will be appreciated.
