Issue with Disk Utility

OS X 10.12.3

I'm trying to create several partitions on my usb flash drive, but button Partition is disabled.
So I can't make more than 1 partition, but this feature was available earlier.. How can I change it?

What message does it give you when you hover your cursor over the "Partition" button?
