Issue with iOS 8 and iTunes content

This is a perplexing issue. Whenever I purchased iTunes movies they are automatically available to stream on my Apple TV or my Mac mini. But not on my iPhone 5s or iPad 4. On those devices it shows up days later in the video app.

Why is that?
