iPhone 5 or earlier Issue with Itunes and my Iphone/Apps

(Apologies if this is the wrong area)

So I am temporarily using my brother's iphone 4 while I am awaiting my XS replacement to come. I am trying to download apps for it through itunes...however, once i sign in and search it on itunes....I get

"Software Update required: To make changes to your payment information, you need to upgrade your computer to the latest version of Windows."

Despite my surfacebook is running the latest Windows 10 build.

How do i fix this? Or is there another way i can download apps for IOS 7/Iphone 4?

You might need to get an older version of iTunes outside Microsoft store. You can find iTunes 12.4.3 or 12.6.5 easily. Install it and connect your iPhone to your computer.

Download iTunes from here:

Uninstall whatever version you have installed and install this version.

I have iTunes 12.6.5.3 installed on High Sierra. The link provided a message earlier gave me the installer that failed with not being compatible for my system for some reason. However the App Store section of iTunes no longer is letting me download the apps. Neither it lets me to install the older versions of the apps I have backed up prior to.
