I have 331 songs on my iTouch, but even when I remove all my songs in iTunes, the songs remain after every sync.

What's weirder is what happens when I watch the capacity bar during the sync. At the beginning:

And right at the end:

The only way I can explain it is that the iTouch is backing itself up even though I don't want it to.

Another weird consequence, when I put one song into iTunes, suddenly my iTouch has 332 songs on it after the sync (instead of 331). Why are those 331 songs so stubborn?
 
Have you actually looked to see if the songs are removed?
I never sync my music i always manually manage them as iTunes screws it all up most of the time.
 
Plug the ipod touch into itunes, select it under devices and the select the music tab along the top of the right hand side of the window. Now select the songs you do want to sync, if you don't want to sync any songs then unselect the all music tickbox.
