Issue with watch os upgrade

So I upgraded my watch to the latest OS and it says it needs to be paired.

Okay, I open up the watch app on my iphone and it says

Good Afternoon
Please wait ....

Start Pairing.

-- I click on start pairing and it says:

Get Connected
To set up your apple watch make sure your iphone is connected to a wifi or cellular network & turn on blue tooth

-- All of that is on.

any thoughts?
