Issues with Apple Mail in Ventura 13.2 - Not able to see attached files before sending mail

Here we go again...Apple Mail still is buggy as I expected it to be.

When I compose a new mail message, and select the paper clip icon to select files (in this case, PDF files), I do not see them attached despite selecting Choose Files.

The only workaround is, that I have to quit the Mail app, and then compose mail again to attach the files.

Has anyone been facing the same issues?

I think I'm facing the same issue currently. I've tried everything. Attached is a screenshot of what I see when I attach an image during composition. In my situation, even closing mail.app doesn't work.
