Issues with iCloud Photos

My iPhone X on iOS13 does not see any of my photos in my iCloud library. I know they are there because my iPhone 8 Plus, iPad and Macbook all see them.

Anyone else experiencing this?
 
No issue here. Are you signed in? Everything good? Restarted the phone? How did you update the phone to 13? New or restore?
