I am using itunes 11.0.4 and each time a new app update comes out the old file (old app update) dose not delete from my hard drive) internal or external and sometimes an app will duplicate itself in the hard drive adding an _1 next to the name or _2 or so on what is wrong this going on since iTunes 9 came out. Also is it safe to move the iTunes libiary file (not the media) to an external drive?

Did check the box "keep iTunes media folder organised", located in the settings :)apple:,), advanced tab.
And yes it is safe to keep your media files on an ext. HD, if you trust it's quality.

Yes but can I move the library file's to the external as well?

Yes, but you must specify the location of you files in the advanced tab of iTunes settings. Your location would be : /Volumes/{your disk name and path to media folder}.
In this case, you'll have to plug your disk in each time you want to use your files. :apple:
