I just upgraded my ipad 3 to ios7. Everything was working just fine and then all of a sudden I noticed in the notification settings that I no longer have an "include" list. It just says "empty". My "do not include" list is fairly short as well. So now I can't change any options for all my other apps because they aren't showing up in the settings. Can anyone help? Thanks in advance.

Just open the apps. They should trigger a prompt to allow or disallow notifications.
 
I had to restore from an earlier backup. Found out it was the latest jailbreak causing this issue.
