Basically you can do so.

But it's not advisable IMHO. The backup contains relicts from the former JB (such as .plist of tweaks).

Although it's a lot of work I would always recommend to have a new set up of the device.
Also more safe if you decide to jailbreak again in future.

I normally uninstall as many tweaks as I can before I backup and restore.

Its advised to always have a fresh install when going to/from a jailbroken device so none of the previous jailbreak data is transferred back onto the phone.

How about when restoring from an icloud backup, it basically just sets your setting and redownload apps, correct? Or are plist all restored?
